Sounds to me as though Norman already has at least a start on forming a rationale for managing a mix that honors both the center and the periphery of what a "Hawaiian station" might want to cover. I don't know how flexible the automated playlist machinery might be--whether, for example, it's possible to prioritize or allocate sub-lists, so that items that might be thought of as peripheral can come up less often than, say, classics or perennials or whatever. But a better policy might be to limit peripheral items to DJ segments, where they can be put into a context that makes it clear how they do or don't connect to the center. The robot would play closer to the center, and the humans could mix it up a bit more.
Back to the particular album: To my ear, it's the home-culture music of the parents of Hawaiian-born ethnic Japanese--or, to be precise, the adopted Western-style pop music of those other islands, transplanted once again but not interacting much (maybe not at all) with the native and hybrid traditions of the new home. (Oy, this cultural-hybrid stuff gets complicated!) It might be part of the story the station wants to tell, but it's not the main plot--maybe only a footnote or appendix.
